It should always be documented in the contract between you and a managing agent who is liable for organising UB5 Gas Safety Certificates from a Gas Safe certified expert. Property owners without legitimate UB5 Gas Safety Certificates for their properties can be disciplined strictly. Such reprimands can even include a criminal conviction in cases where poorly maintained gas appliances result in harm or death and you will also have your insurance withdrawn.
